Once upon a time, there was a city called Limbic City. A city like any other city, a hodgepodge of people and laws and different civic communities, that had grown from some single, long-forgotten seed into a great, teeming mass of buildings and roads and of humankind. A city with some wonderful things inside of it, but also with problems that never seemed to get solved, and that seemed, maybe, to only be getting worse as time went by, and life in Limbic City seemed to be getting harder, to be growing slowly, slowly, darker...then, seemingly out of nowhere, suddenly disaster struck. A massive tumult, a civic disaster of epic proportions; an untold number of lives were lost, or left in utter ruin, and the great weight of this enormous cataclysm was far too much to bear, and it broke the city's back.
In the aftermath, those who remained looked at each other, and said: Enough. This happened because our system couldn't solve our problems, and so they got worse and worse until they provoked this great explosion. Enough, said the citizens of Limbic City. We're not going back to the way it was. We're going to start over.
Into the fire went the book of laws; all the laws that had governed Limbic City, in all its previous epochs, burned up and away. And from those ashes the citizens of Limbic City created a new idea of governance, a newly-minted set of laws. Five laws emerged from the rubble of what Limbic City had been; and since that day, no laws have been changed, removed, or added.
